REPORT NARRATIVE:

The 2020 Pavement Resurfacing Project includes the resurfacing of the following streets:

 

o       East Dunne Avenue, from Monterey Road to Condit Road

o       Tennant Avenue, from Vineyard Boulevard to Ant Court (start of Highway 101 Interchange)

o       Condit Road, from East Dunne Avenue to north of the Ford Store

o       Encino Drive, from Sunnyside Avenue to the eastern end

o       Roble Drive, from Encino Drive to the western end

o       Via Castana, from Via del Castille to Encino Drive

 

The Project’s Scope of Work is described as follows, but not limited to: pavement milling and micro-milling, cold in-place recycling (CIR) pavement rehabilitation, hot mix asphalt concrete (AC) overlay, full depth AC pavement repairs, slurry sealing, crack sealing, replacement of all existing traffic delineation and markings, utility adjustments, traffic signal loop restorations, and all related work on various streets within the City limits. The striping work will include green bicycle lanes at the East Dunne Avenue/Highway 101 interchange.

The bid opening was held on May 27, 2020 and the four (4) bids received are listed below:

The low bidder, MCK Services, Inc. is an experienced public works contractor with over 20 years of paving construction experience throughout the Bay Area. MCK Services, Inc.’s bid amount of $2,473,669 is within the engineer’s estimate. Staff recommends moving forward with this project to improve the condition of the project streets and prevent further deterioration leading to costlier pavement rehabilitation treatments. Therefore, staff recommends the award of the contract to MCK Services, Inc. for $2,473,669. Staff anticipates construction to commence in late-July 2020 and be completed by October 2020.

 

COMMUNITY ENGAGEMENT: Inform

City staff will be coordinating significant communications prior to and during the project through various forms of media, including citywide emails, social media posts and routine updates on the City website. Updates will occur as often as necessary to inform the community of impacts as the project progresses. The project sites are located adjacent to residences and businesses and the contractor will provide written notifications to affected residents and businesses in advance of construction activities.

 

The major grinding and paving work along Condit Road, East Dunne Avenue, and Tennant Avenue will be performed at night to minimize impacts to the community.

 

ALTERNATIVE ACTIONS:

The award of this contract will improve the overall condition of the project streets as identified and selected from the City’s Pavement Management Report. No alternative actions are presented at this time. Should the Council not elect to move forward with the project, funds would not be expended and could be used on a future pavement project. Future projects would not occur until the summer of 2021, resulting in roadways degrading further.

 

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

o       On June 6, 2018, the City Council adopted the FY 2018-19 through 2023-24 Capital Improvement Program.

o       On April 3, 2019, City Council approved a funding agreement with the Santa Clara Valley Transportation Authority (VTA) for the 2016 Measure B Local Streets and Roads Program.

o       On April 15, 2020, City Council adopted a Resolution approving the FY2020-21 list of street rehabilitation projects funded by SB 1: The Road Repair and Accountability Act; the adopted project list included East Dunne Avenue (between the intersections of Monterey Road and Condit Road) and Tennant Avenue (between the intersections of Vineyard Boulevard and Ant Court).

 

FISCAL AND RESOURCE IMPACT:

If approved, the total authorization for this project would be $2,844,719, which includes a 15% contingency of $371,050. There are adequate budgetary appropriations within the FY 2019-20 Budget for this project (519000). The Street CIP Fund (308) is funded through a variety of dedicated funding sources that are specific for maintenance of City roadways and cannot be used for other purposes.

Categorical Exemption

 

The activities described in this Staff Report are categorically exempt under CEQA, specifically pursuant to Section 15301 of the CEQA Guidelines (Existing Facilities), as the subject work involves the repair, maintenance, or minor alteration of existing City facilities involving negligible or no expansion of use of those facilities.
